Agreed. He had a Bobby Bowden problem at UNC and a Bob Stoops problem at Texas. Other than that, he pretty much killed it. But yes, that is by far the biggest weakness on Mack Brown’s resume.

Florida State didn't join the ACC until 1992.
Duke won an ACC title while Mack was at UNC.

UNC was terrible in his first few couple of years there.. by the time they were improving and even remotely good enough to make a run at a CC, Bobby Bowden showed up and did this..
So yes.. Mack had a shitty team problem when he started.. and a Bobby Bowden problem after that..
39-1 in Conference Play is pretty good.. yes?

It's the sign of a weak conference. The ACC back then was like the WAC when Boise won it almost every year.
