They could have ref camps all spring and summer. Can keep the money for those who sign up. Need good refs to teach new upcoming refs.

Also need vetting where each ref has to disclose any association with a team including family. Can’t ref those games. If caught banned for life but also would require a big fine they have to pay if found after a game was reffed and they had ties.

Need a board of senior refs too. Every game is reviewed by board (maybe can split that up into teams) and if graded too low the ref is pulled from games and has to do remedial training. After failing twice is pulled forever but no penalty/fine.

Could do review by teams online so helps with travel.
