Not at all, but the kid's immediate supervisor does ultimately report to the athletic director who reports ultimately to the university president.
The head football coach is not usually in that leadership structure.
The film crews operate as a function of the athletic department and work in conjunction with the football program but not for it.

The athletic department is not in the direct supervisory line when it comes to football practice footage. That falls on the head coach.

What benefit does the athletic department get from filming practice footage? Who watches it later to ensure drills are done correctly, the AD or the head coach?

The kid's immediate supervisor advised the kid to not raise the lift above a certain height, the kid went higher.
