If it's being encouraged with artificial noisemakers(cowbells, illegal use of PA, mic'd up bands, etc), then yes.

What keeps other fans from bringing cowbells to the game and ringing if they will penalize state everytime they hear one?

As long as they don't see the bells when you walk through the gate, they're doing all they're required to do to stop the artificial noise thing. Also, this keeps the gate people from searching, which in turn, allows everyone to more easily bring alcohol into the stadium. Hate on it all you want, but its all awesome to me. I'm sure after we go bowling next year and beat someone who thinks we shouldn't beat them, they may start cracking down on it. Until then, I'm gonna keep on ringin. If you don't like it, I respect your opinion, but I'm gonna ring my bell in your ear.

Are those fellas going to run out on the field and tell the refs that it isn't state fans ringing the cowbells? No they are not so the refs keep throwing flags on state. THATS WHY THIS IS SO STUPID JUST DROP IT

no they aren't. And if they actually enforced the rule, MSU would get penalized.

Then it's up to stadium security to confiscate those noisemakers.
First offense in a game is a warning. Plenty of MSU fans in attendance to point out the opposing fan to security. They'll tell that person to leave or they'll confiscate it.

Actually I wouldn't ring it in someone's ear. I like being around opposing fans during games. It's fun. And if they stomped it into the concrete, it would give it more character and another story to tell about it.

The only thing that would do is break their own damn foot, but then again we are talking about OM fans, so yeah I guess you would participate in that.
A cowbell is just as dangerous as a whiskey bottle. You can turn any hard object into a weapon.
