It's hard to get into them, but could they use it to recruit lets say a Josh Dobbs?

I don't think he has any eligibility left

Smartest play I could think of to use as an example.

Prohibited. They are federal employees.

Unlike all other college athletes, those at service academies are "classified as employees" of their respective military branches, meaning they are "subject to the federal law prohibiting military members from using public office for private gain."
They are paid a salary while there.

But, they are not federal employees you did answer the question though.

They are paid by the DoD and considered employees of the academies.
How finely do you want to parse the definition of “federal employee”?

During the academy: Cadets are not federal employees. They are considered members of the armed forces, but not commissioned officers. Their time at the academy is considered service, but it is not federal employment in the same way as being an officer.

Jesus, pal. I’m not claiming they are officers. Their unusual status in military hierarchy doesn’t change who pays their salaries.
They are employees of and paid by a branch of the federal government. They don’t accrue active duty time, and they are not committed to serve until their junior year.
What in the actual frick are we arguing about? What additional criteria do you need to consider them employees of the government?
