As I understand it, they don't do PLOI's anymore. Furthermore, once an LOI has been issued they have a limited time frame in which to conclude the investigation. So the lack of an LOI means either insufficient evidence to make a charge or just that their investigation has quite a while to go. Perhaps it's both, but I lean towards the latter.

If you have a lapse in judgement, and know that it was a mistake but continue the same action over and over. That's no longer a mistake. It crosses a line.
