Not true. User agreements are allowed to set whatever age they'd like (age discrimination has literally passed almost every time in the supreme court). Dependent on the content, the minimum will be different. Most times the consent has to be over 13 at minimum (see this website being desperate for more users).
Go back to your Georgia State classes.
