No idea.
Seems you might be as lacking in sense as him.
The UGA fans with sense have to be embarrassed by you both.

His crime didn't result in a death.
The driver of the other car (who died and was under the influence at the time) resulted in two deaths. WHile he was convicted of reckless driving and racing, at no point were there any charges or even a suggestion from police that either were responsible for the crash that happened.
Willock's dad is suing everyone and I don't blame him. But the reality is he's likely going to strike out with his lawsuit. The person who fault can be directly linked to is Chandler Lecroy, the girl driving the car that crashed while intoxicated. She's dead and doesn't have money. while she was an employee of UGA, she was disregarding UGA policy for using the vehicle she had... so again that's on her and not the university. Willock didn't wear a seatbelt, while the other passengers who did survived (including Warren McClendon). That's another element of fault that doesn't land on someone who can get money.
To get anything from Carter, they'd have to link his driving with causing the accident. The issue is he was identified as being behind the car when it wrecked, so it's tough to say he did something to cause it from behind. He wasn't drunk. He did NOT stop at the scene, but since he was not involved the accident that's actually not criminal or negligible (though it's a bit of a weak move if you know the people who crashed).
This whole thing is a tragedy. But the blame lies mostly with one of the two people who died, Chandler Lecroy. There's a reason why her parents aren't suing anyone. She's the one at fault. Willock was not mostly at fault (other than the seatbelt thing). But the responsible party isn't one that has money.
