With the new NIL rules, I see private schools in or close to large metro areas as sleeping giants.
SMU has shown in the past that they'll "support" their football program.
Rice has some history there and fits that private school in a large metro area description.
UTEP would probably not make the cut, and I have no idea if the UT system could block UT affiliates from joining Big 12 v3.0.
At the end of the day, the Big 12 will either have to dissolve, or become a hybrid rebirthed SWC/AAC.
