This is Rule 9.2.2 that was specifically touted in the SEC office statement (I guess you missed it or are just blatantly ignoring it) that called out the crew for not giving OU a 15 yard unsportsmanlike penalty:

You are asking the wrong question. The real question is why didn’t Hugh freeze get the chance to call a time out? He was screaming to where I could hear him in Houston. Nobody acknowledged him. That is what I found weird.

You have yet to explain the illegality of the play. You point out running to the sideline. Once again, he wasn’t running. To be honest, the play looked like your defense wasn’t paying attention.
