how can he play Michigan, UM didn't make the playoff.

Actually, that's not the NCAA's requirement. That's the requirement for CFBStats.com
Highest passing efficiency, season (minimum 15 attempts per game)
It's 15 attempts per game, based on the number of games your team plays.
Alabama will have played 13 games this season.
15*13 = 195 attempts
Tua already has 252 attempts.
This prevents a player from throwing 1 pass per game and setting the record.
