Receiving stolen property is not a crime if you didn't know it was stolen and had no reason to suspect it.

If someone is selling you a stereo out of the box with wires cut in the back for $20, then you have a reason to suspect it was stolen and it can be a crime.

Someone selling a cowbell for $20 is not at all unreasonable and there is no reason to believe such an item would be stolen.

There is no criminal case unless you can directly prove they stole it.

She can make a civil case out of it to get her stuff back. In which case the people would have to give her cowbell back and they'll be out of the $20 they paid for it.

But they are doing that anyway.
