Oh, they've got something, no doubt. I just doubt they would ever be able to prove the worst of the rumors unless someone talked. Someone who has a major axe to grind. Someone who felt screwed over by the program. That's the problem with systemic cheating - too many people have to keep the secrets. There not nearly as much control as those with the most to lose like to think.
