This isn't a Keith Davis thing, this is a law enforcement thing. Every PD I know has the 10 dealer policy. People will do anything to stay out of legal trouble, even risk their lives. Especially in today's world where you cannot escape even an arrest, really.

He is a coward who hides behind a beard. any person who grows a beard out like that is really doing it to hide the fact they are a pussy.
I betcha he grew up in Ripley or Walnut, went to Baptist church twice a week, and had very little friends if any in high school.
