This tweet would be totally giving away his committment if he in fact knew. I think the question marks are just in a joking manner and he has no clue. I think Phillips chooses Ole Miss.

I have no confidence in Weathersby coming to Oxford YET. I do have confidence in that if he takes a visit I like our chances. There is another OL that we are in on as well. I couldnt remember his name though. Kendall or something like that.

Garcia also said CeCe is recruiting players to Ole Miss at the event. I would love if that is true but I'm guessing he's implying CeCe is just talking about Ole Miss to other guys, not recruiting actively like Big Drew is.
He also said that CeCe threw up the landshark in his picture for the media and that word around the game is he's a "done deal."
