Im not quite clear on the amnesty clause. Doesn't someone have to match his salary to pick him up? Does SA wanna match 9m (i think)?

Yeah pretty sure that's the way it works.
Spurs FO is way too cheap for 9m or whatever it is, plus the character risk MWP is.
Then again, we rolled the dice with SJax, so wouldn't put it past them.

checked it out, its only 7m. Still pretty steep for a player like him in this point of his career
