It was a dash cam the guy installed "in case he was involved in an accident." Seems like bad karma to do that, to me.
Duke nailed it. From the lack of damage to the guy's minivan it looks like friction very nearly stopped the truck.

Yep the concrete truck was going south on Wellborn ran the light and fricked up.
