Like everything, it would depend on the competition. There would probably be some downward movement in bigger cities where there was competition, but there wouldn't be any difference in rural areas where there is only one or two places.

Washington recently got out of the wholesale and retail operations. However, instead of bringing prices down, as some had hoped, average liquor prices jumped 10 percent since a year ago, according to the Associated Press.

It is certainly possible. The state has a set markup whereas private retailers will charge whatever the market will bear.

Last year when I was job hunting, I was checking out available state jobs in my area and the title of one - can't remember the title now - looked interesting and the salary for a part-time job was crazy good for part time. It was close to $40,000 per year.
When I got into the job description, it was for a cashier position at the local ABC Store.
I couldn't believe they paid the cashiers that much. Plus state benefits. Crazy.

Not Pennsylvania, oddly enough. You can't even buy wine from non-state stores. There are only a certain number of state stores per area (based on population) so if you're in Central PA without a larger town nearby, you're SOL or you have to drive an hour to get booze that's not beer. Also, there aren't any special permit stores... you have to go to the "Wine and Spirits" store.
ETA: Prices are cheap though. It's just the inconvenience.

As a counterxample, take a look at US territories (like the Virgin Islands) with no liquor tax or government distribution. It's dirt fricking cheap (and I don't want any government, from federal to local, to have more money to piss away).
