It appears the Times is attempting to take the stigma off such reports - while it addresses the "Auras" it also goes down the money hole.

They report about this topic fairly straight up and address earth-bound issues - including various reports, the people involved, a bit about how other countries deal with such, and how much of our government's money has been invested (to friends of members of congress - Harry Reid) and ultimately how it is said to presently be de-funded.
