Free internet until the "Pandemic is Over"

I went with fiber to the home when spectrum doubled their rate about 3 years ago.

for the 2nd time a Spectrum salesman knocked on my door and said I qualified for free internet.

I told this salesman I specifically heard President Biden say " the pandemic is Over" He seemd suprised, but I also told him his handelers walked that statement back.

I wonder what powers the government also have under pandemic emergencies. Both salesmen seemed a bit agrivated I turned down FREE internet.
