It used to be a place for gangsters that went to and laid low when things got hot in the Big cities.

Al Capone visited quite a bit.

It used to be sin city before sin city grew in popularity.

Did not "lay low", it was a safe city. Safe for mobsters, friends, and family. Even if at war elsewhere, if you whacked somebody in a "Safe City" you got whacked next.

Have not see John Wick but I guess so.

It was like in the early days of Vegas. Nobody died there.

When drugs got hot in the 70's, I think that all changed, but in the early days it was a "Safe City".
