Philly has horrible crime, but its at least got a viable city center with restaurants and culture.
Detroit is a black hole of hopelessness surrounded by deteriorating suburbs.
In Philly you can take the train to AC or NYC easily.

There are areas in both that are really nice but downtown Detroit is mostly depressed plus the weather in Detroit is worse.
Go 30 miles or so north of Philly and you are in some beautiful country and downtown Philly is pretty awesome.
For me it would definitely be philly.
