To put a guy who has not touched the ball all year in front of Robinson blows my mind. Terrible mistake by Mullen.

Purely my speculation... There can't be any other reason for Milton to get his it's carry since Troy at the goal line.

MIND BOGGLING right there. But to answer your question why Perk still gets a lot of snaps, maybe that's why.
