I would think that it's just to get the kid's attention. Honestly I'm not sure what started it or why schools do it now, but it's relatively common unfortunately.

A scholarship offer is basically just a statement of interest in a kid... Quite often, they have strings attached such as "we'll see how you perform at camp, etc"...
I agree that there is a logical lapse in what terms mean in recruiting vs their dictionary meanings...and this applies to more than just "offers" too...
