I propose a rule that a post doesn't submit for 10 seconds allowing a poster to rethink what they are writing. I only want it out of concern for safety of course.

Actually I would support changing it to where you had to preview your post before being able to post it. 
eta: Would cut down on image fails and prevent bannings. All about poster safety.
