Dang this is very unfortunate.
How would a Rav 4 catch on fire from a rear end collision? I know anything is possible, but seems unlikely? Did it get ran into something else the front looks messed up also?
Corvette at 3:30am gotta assume there's a good chance he was speeding, which is even dumber if under the influence.

Streets probably pretty empty at that time of the morning. Ruggs was more than likely getting his speed on. He was probably 70+ before impact and 50+ at impact .

When services like Uber and Lyft exist, the state will not be remotely lenient.
