re: Henry Ruggs involved in serious car accident (Ruggs charged with DUI)

They are claiming he had signs of impairment at the scene and charges will be filed this morning. The anecdotal evidence of driving too fast at 3 30 AM and signs of impairment suggests he refused the breath test at the scene. Until I hear otherwise I am going to assume he will be facing serious charges that may send him to prison. He killed somebody.
