He was dirty but not to the extreme level as Fulmer was. Fulmer wanted Pruitt to cheat like he did in the 90's. Pruitt did not cheat to that level.
This pissed off Tennessee money boosters and Fulmer so they made him a scapegoat.

I doubt that. Pruitt seems like he'd have no problem cheating at an extreme level.
