Your best people watching spot is going to be on the rail at Walker's Coffee And Pub. Don't let the Coffee part fool you, it's a fullservice bar with an espresso maker in the corner. Right at College Ave and The Arch.
Parking is a problem. The town was laid out a hundred years before cars were invented. My go-to is pay $20 to park at Camak House, if there's no street parking on Finley by Big City Bread (good breakfast). Easy walk from there into town and relatively safe to walk back to after dark. I do recommend sticking with a group, even if strangers, once you start to walk outside the edge of downtown.
Fuzzy's Tacos on the corner of Washington and Lumpkin has very decent bar-mex and outdoor seating for more people watching.
Blind Pig Tavern on Washington has the best wings in town, and the best burgers. They'll have every single game in the country on one TV or another. Don't wear opposing team apparel in there.
Feel free to walk around and find a place that looks like it's up your ally. There's plenty of places.
Downtown's most picturesque street to walk, Clayton Street, is unfortunately all torn up right now to replace 200 year old utilities so you won't get to enjoy that leisurely stroll as much, but all the businesses on Clayton are still open.
That's enough for now.
Oh- one more thing- most college towns are a little loosey goosey on open containers on gameday. Not the Athens Police. No sir. Bring you a yeti tumbler to sneak a beer out of somewhere, don't trust a solo cup.
