Then you should oppose this. If it can't be executed it's a terrible idea because it is completely impractical to implement with any degree of accuracy. Going to be a lot of fun for those folks getting yelled at trying to check everyone's papers while some smug Administrator who came up with the policy is drinking a vodka tonic and getting patted on the back for being so virtuous though.
