Alliances here, there. The powers in those conferences just need to get good again, and all will be cured.
USC, Washington, Penn State, FSU, Miami, Michigan, Nebraska..get great again, and all problems will be solved.
There's no reason for a collection of redneck states to dominate college football forever. Everything goes in cycles.

Winning won’t fix the ACC’s problems as they are locked into tv contract until 2036. They are effed.

If USC stopped fricking around and put its big boy pants on again, the Pac 12 wouldn't be in the situation it is. They've gone through 3 coaches now trying to hire Pete Carroll's assistants hoping to catch the same lightning in the bottle.
The Pac 12's problem is that too many of their programs that *should* be top 25 more often than not with a contender or two a year (USC, Washington, Oregon while Phil Knight lives, sometimes ASU, UCLA and Utah) are inconsistent screw ups. Washington and Oregon have been pretty consistent, but USC should be a monster and UCLA and ASU should at least be rock solid and a scary road trip. If they didn't decide to bank on the equity of owning their own stupid TV network and instead did the same thing as everyone else, they'd have more cashflow and be in much better shape to can bad coaches and get it together.
But Larry Scott's gone now, and new guy seems like he might have a good head on his shoulders. It wasn't so long ago that the Pac 12 was considered the 2nd strongest top to bottom conference after the SEC. Their problems were created internally. Once they fix themselves, it's a pretty good bet they'll suddenly stop feeling so "irrelevant". They've got the fastest growing population centers in the country and somehow they're the ones who got left out to dry in the TV wars.
Their problems are fixable and some kind of alliance with the Big Ten and ACC seems like a pretty good start. I think all of CFB would benefit if USC and the occasional other Pac 12 team were competitive with the other powers. Who wouldn't love to see Bama versus a Pete Carrollesque USC team where basically every single player on the field is going to the League?
