Yea, you'd have to take the broadest "Metro Atlanta" to get to that.
Alabama has 5,024,279 people
Fulton, Gwinnett, Cobb, DeKalb, Clayton, Cherokee, Forsyth and Henry Counties have 4,610,513. If you added Douglas, Rockdale and Fayette (the ARC Metro) it'd be 4,967,514
