how in the world would they not be? They didn't do ANTYHIGN of note until the mid-80s. They have 3 titles to UGA's 2 and we have far more SEC titles. We have more wins, better win percentage, more bowl wins, etc. As an overall football program UGA is without question better than florida.
Tenneessee is just hanging on by a thread.

Because SEC football started many decades before the 90's. Florida sucked at football before Spurier became their coach.
