Ridiculous. Saw the same issue when I lived there and knew it would only get worse.
The problem is the county and city rarely hold developers and new homebuyers responsible for the infrastructure minus the stuff they do for their development. It's really simple to require other infrastructure improvements plus impact fee's on developers and new homebuyers. At least they hadn't anyway.
I hate fee's and taxes, but I think it is responsible to do impact fee's so the infrastructure can be improved, expanded, and updated. The increase of population does not just affect let's say Falcon, but the entire county.

Getting this thread off the rails slightly, there are 2 main issues I've noticed since I got here: TABOR and lack of planning.
They originally were going to make Hwy 21/Powers into a bypass, but didn't buy any of the land right off of it, so developers bought all of it and put businesses and homes off it, making it useless.
And TABOR sucks. We voted to allow the Springs to keep their $2 mil surplus, which was marketed to be used on "improvements", and they turned around and bought new police cruisers with all of it.
