Tournament title gets you an automatic bid. Regular season doesn't. Much more at stake.

Tournament title > Regular season title. The selection committee agrees.

What incentive do the teams that aren't at least on the bubble have in the conference tournaments if there was no automatic bid?

The conference Tourney is really just a way for a team to get hot for a week and backdoor their way into the dance. If by some miracle Vandy wins the SEC tourney, no one will think they deserve to be in the NCAA tourney.
