Easy.

Get rid of the athletic scholarship. Anyone wanting to play must go through the same enrollment and acceptance hoops as any other student and must meet the institution's academic standards like every other student. The NCAA quits worrying about the money side entirely and focuses on just the academic side. Recruiting becomes about identifying kids that are good players and can get into school.

Unlike now, kids will for the most part be juniors or seniors before they become famous enough to get paid for endorsements or such because there won't be any more 5* recruits but if they do, good for them.

Of course, a lot of kids won't ever get the chance to go to college but they won't be 'exploited' anymore.

ETA - if football players aren't getting scholarships then girl's lacross players aren't getting them either and Title IX becomes almost meaningless.

It would make it true amateur athletics. Also it would suck to watch.
