I don’t know what kind of bootleg, off brand football you've been watching. But, that definitely doesn't not happen on virtually every play. That was textbook targeting and it's exactly the kind of hit they're trying to get out of the game and it's for the defender's safety.

You're not completely wrong. We've all seen some questionable tackles, mostly on RBs.
