I think you'd have to say Georgia. They do have a lot of schools that go fishing around over there, but they still have enough talent left over to get the kids that they need. And like it's already been mentioned on here, Richt is getting the cream of the crop

Florida.
The state of Florida is very fertile.
The location of the University will attract out of state recruits regardless it's current status.
I think the amount of Florida recruits cancels out the advantage LSU has being the only real D1 college in La.
