Nationwide, USC.
SEC it would be Georgia IMO. Twice the population of Louisiana and the only in state competition is Georgia Tech and Troy. which if you look at Louisiana, there are more FBS teams per capita than Georgia. Florida competes not only against Miami, FSU but the whole atlantic seaboard and much of the gulf coast.

I would disagree. Georgia loses players to Auburn, Clemson, South Carolina and FSU due to their proximity to the state. Louisiana has only 1 major football program instate and no schools surrounding it's borders.
Also, Troy is in Alabama not Georgia.
