I don't know this for a fact, partially because the information doesn't seem to be public, but I assume that injured players are considered as unavailable, and do affect the minimum roster number.

OP, also consider the players who opt-ed out due to COVID concerns before the season even started. Those guys certainly affected roster counts, from day one.

Kansas got down to around 30 scholarship several years ago by roster mis-mangement and signing mostly junior college players
