Sucks, but not a surprise.

My son binge watched "Treme" the first few weeks of the COVID shutdown and is infatuated with New Orleans and Mardi Gras. He and 3 friends have been saving, as much as 4 20 and 21 years can LOL...and planning their trip to New Orleans since April. I have told them they were probably going to have to wait a year....but they were having none of it. They are going to be disappointed. Probably no more than they would have been with Mardi Gras itself but disappointed non the less.

How bad will that hurt the NOLA economy? I mean it has to be a major dent.

It will crush the hotels, restaurants, bars, and venue rentals that are usually maxed out during a Mardi Gras period. In reality these places are already hanging on by a thread due to COVID restrictions and lock-downs.
Mardi Gras last year was probably the main reason for the unusually high numbers of COVID earlier in 2020.

Seems kind of early to cancel.
