A blue blood is not just a good (or elite) program. It's an "always has been there" program.
Nebraska's status is in jeopardy, not even so much because of a few losing seasons after Pelini left, but because they made a strategic error when they moved. They entered the Big 10 as a non-factor, and have never established that they could win that conference.
Penn State entered the Big 10 on an upswing, and won it early on. But their blue blood status is due to their dominance in the East, which was never a conference at that time. They beat Syracuse, Pitt, Boston College, West Virginia etc, in conference-LIKE games.
Fla State and Miami were what were called New Blood or whatever, not blue blood teams.
LSU and Clemson, which fit your standards I believe, are not blue blood programs. They are recognized, but they're not blue bloods.
