why would uncle sam legalize pot when they can't figure out a way to effectively tax it ? much less lost revenue from the court systems (i.e. fines, seizures )

I do realize the difficulties there. It just grows too damn easy. For most people though, I'd think the ease of being able to go to the store and get the strain you want would make a lot of people not do it. Not to metion since so much of the cost of weed is wrapped up in it being illegal, there would be much less of an incentive to grow it to sell on the black market.
The only problem would be possible lost revenue from people growing it for personal use. I'm too lazy/have other things to do than care for a bunch of pot plants. I would assume the vast majority are like me.
So my point, the tax situation isn't as big of a deal as people make it out to be.
