Spurrier put the weenie to you by effectively retiring a couple of years before he bothered to officially leave the side lines.
That allowed Clemson to recruit their way into being a dominant football power. It is not fun to share a state with a rival who is a perennial top 5 team.
Basically its not the BoT that is holding you back. You had a HoF head coach that steered you onto the rocks and his replacement, Will Muschamp, is thoroughly mediocre head coach.
Trust me. It could be much worse. After the last 8 years Arkansas fans would kill for an awesomely average head coach.

Wouldn't Arkansas take Muschamp if he gets fired at South Carolina? I think so!
