ND does not count as an OOC game for ACC teams this year. It is being considered a conference game. Every ACC team will be able to schedule an OOC game in addition to playing ND.

That's only because not every ACC school could play ND this season.
Your logic doesn't make sense. ND wouldn't be able to play 14 ACC games, therefore, they had to call it an OOC because some teams will not get to play them.
