I think both will have average careers at best. Tua due to injuries and size and JB due to playing on a bad team and arm strength.

Arm strength with respect to most really good QB coaches ranks at the bottom of the heap as far as priorities are concerned. Indeed, if you can't throw the ball on time, throw the ball accurately, and throw the ball with touch, then arm strength is a useless metric.
Look at Drew Brees, he no longer has nearly the same arm strength he had as a young NFL QB, nevertheless, he still completes over 70 percent passes.
It's only low-information dumb people who believe arm strength is a really important metric and that's cause they don't know crap about football.
