does this mean that they dont have to sit out a year? Or that after transferring once, they cant anymore

I bet they do. If you can't compete, change the rules.

This is the right thing to do. This kind of free agency will make college football so much better. Maybe Gus Malzahn will finally be able to field a decent OL
