It took the decade of the 90's for both Clemson and UGA to get over some of shite that went on in the 80's.Hell,look at USC now.They're still trying to get over the shite they did 15 years ago and I'm not sure the program will ever recover.

If Penn State can rebound from what they did, teams will be fine getting "hit" by the NCAA.
