Basically, it’s saying certain programs (Stoops) find players who have potential and end up exceeding their initial ranking out of HS.

LSU Class Rankings from 247:
2017=7
2018=15
2019=5
2020=5

No way they can be tied for 20. I bet LSU is 4th or 5th based on the criteria he said he followed.
