The story should be more clear about what kind of tag. I worked for a Toyota dealership in high school in Kentucky and we had metal dealer tags similar to the one above that had to be renewed every year. They were mainly used for fleet vehicles, transporting vehicles and the sales teams take home cars. The paper temp tags were always just for customers while they waited for their cars to be registered / plates transferred.
Typically when the salesman had to go out on a test drive with a customer he'd just grab a metal tag and either throw it in the back window or just carry it in case they did get pulled over.
No idea how they do things in GA.

All dealer tags have an expiration date. They aren’t valid forever.
